Food Safety Weapon of Mass Destruction Labour standard Carbon Footprint Animal Welfare Electronic Waste Illegal Fishing 16 Case II: Dual-use Goods Background • Ever since the 9/11 event, many countries are concerned about trade in goods that can potentially be used to create “weapon of mass destruction” (WMD). • As such, in 2004, UN Security Council required member countries to enforce effective measures against the proliferation of WMD and their means of delivery. • US, Germany, and Japan are some of the countries that have in place restrictions on trade of dual-use goods, e.g. require traders to obtain licenses with high criminal penalty for illegal trade. Threats • WMD-restriction could potentially affect Thai exports and imports of dual-use goods as well as investment in industries that produces or use these goods as inputs as raw materials. 17 Case II: Dual-use Goods Example of Dual-Use Goods Goods Industrial Use WMD Use Ricin Bio-diesel, pesticide Biological weapon Potassium cyanide Metal cleaning, mining Nerve gas Virus (e.g. Antrax) Serum Biological weapon Thorium Electronic equipment Nuclear weapon 18 Case II: Dual-use Goods Opportunities • By having in place the appropriate system to monitor and manage the logistics of dual-use goods, Thailand can benefit from greater access to trade of these dual-use goods with countries with high dual-use goods standards. • In this light, in 2010, the Thai Cabinet has approved the establishment of a committee to manage Thai exports of dual-use goods.
