Labor Compliance at
Los Angeles Unified School District
• LAUSD has been monitoring its construction sites
since February of 1985.
• The Labor Compliance Department was enacted on
January 27, 1993.
• Enforces all applicable Prevailing Wage Requirements
for LAUSD projects pursuant to Labor Code §17201861 and CCR §16000-17270.

Labor Compliance Laws
• Prevailing Wage Laws
– State Prevailing Wage laws apply to public works
contracts as set forth in the California Labor
Code sections 1720, 1720.2, 1720.3, 1720.4,
1720.6, and 1771.
• All District projects are considered public
works projects including warranty work.

Choosing the Correct
Wage Determination
• Prevailing Wage Determinations issued by the Dept. of Industrial Relations
 Issues 2 times a year
• February 22
• August 22
• Wage Determinations are referenced by a four digit year followed by a
dash (-) and then a 1 or a 2.
 A one (1) is for the February 22 determination
 A two (2) is for the August 22 determination.
• Example: The prevailing wage determinations for 2004 are 2004-1
and 2004-2.
• The effective date of each determination is ten (10) days after the issue
date.
• JOC Contracts - Use the Notice to Proceed (NTP) Date and not the contract

• Contact the Labor Compliance Department for a Security
Code to access the Online CPR system
 Tech Support: (213) 241-4647
• Certified Payroll Manual is online
• Training Class offered for all contractors, Prime and Sub.
 Do not need a security code to register for class!
