Next Steps as Maryland
Continues to Implement the
Child Outcomes Summary (COS)

Integrate the three early childhood outcomes/COS framework throughout the IFSP process to
improve child, family, and programmatic results.

Full Statewide implementation of the COS using the new Strengths and Needs Summary –
Part IIIA of the IFSP.

Provide training and technical assistance (Winter/Spring 1012) on revised IFSP Outcomes
Wizard with additional tools and resources (i.e., electronic crosswalk of Healthy Beginnings) to
strengthen the COS process and development of functional outcomes.

Utilize available COS reports generated through the web-based IFSP for decision-making at
the individual child/family level, local program level and State level (Fall 2011 release).

Require local implementation of COS Training of Trainers model (CSPD plan in FY2013 CLIG).

Continue to assess local needs to determine future Statewide professional development on the
online/offline IFSP and integration of Child Outcomes Summary into the IFSP process.
