What is the skills passport?
 A portable, online record of an individual’s career
history, current skills and training.
 The information in a Skills Passport can be verified
independently, by employers, and by training providers
 Owned by the individual, accessible securely via the
internet at anytime, from anywhere

 Origins from Modernising Nursing Careers (DoH 2006)
 Lead by Skills for Health on behalf of the 4 UK Chief
Nursing officers - Sponsor is David Foster, Deputy Chief
Nurse (England)
 Pilots (2009-10) independently reviewed and approved for
next stage by National Strategy Board
 Skills for Health have secured commission from UKCES to
develop and implement a UK wide skills passport for
Health
 Working with other sector skills councils

 Applicants with completely verified skills passport will
be able to start employment far quicker then those
requiring complex and/or extensive pre-employment
checks.
 Examples:
• Applicants with numerous work histories and references in
the last 3 years
• Overseas qualifications
• Recent CRB for similar role in Health Sector

Move from attendance to achievement important for learner self
esteem.

Reduction in repetition of skills training seen positively by
learners.

Learners expressed a preference for electronic, verified core
skills recording as they felt it was more valuable but liked
certificates “as a backup”.

Learners valued training that would be transferable between
health care areas.

Actual sessions and Assessment used in the pilot evaluated well
by students. Favourite method was use of a hand console for
“voting”
Lessons Learned

When Students have to create their own electronic profile (Skills
Passport), there is a poor uptake of profile creation and
maintenance. This improves markedly with automatic creation of
the electronic record and verified data.

Bulk upload of verified core skills data is best achieved as a single
package at the end of a programme (such as a non credit module)

Individual upload of skills is more time consuming than bulk
upload but is useful for “ongoing” skills recording during a
programme

The core skills can be built into a programme structure to ensure
appropriate competence at increasing stages of learning.
Key Pointers for the Future

Benefits to the workforce in terms of a reduction in the need
for induction training and avoidance of unnecessary
repetition of training

Benefits to the HEIs in terms of enhanced employability of
students

Benefits to the HEIs in terms of reduction in need for current
“mandatory training”

Impact of building the framework into educational
programmes for Allied Health Care Professionals and Junior
Doctors

Impact of a recognisable training “qualification” which is
easily verifiable.
