Personnel Evaluation
Process
The HPEC Personnel Evaluation Process is based on the
Mid-continent Research for Education and Learning
(McREL) teacher evaluation system.
The process is largely online and can be found at the

Fall Visits and Professional
Development Plans
HPEC Administrators will visit with each professional staff
member each fall to review the Teacher Evaluation Rubric Self
Assessment and collaboratively complete the Professional
Development Plan using the standards and indicators from the
Teacher Evaluation Rubric.
Professional Development
Plans
Located on the McRel Website
Select 2-3 standards and elements to be addressed
Identify a goal, a list of activities, expected outcomes, resources
needed and a timeline for each standard/element
Visit mid-year with HPEC administrator about goal progress
Save Progress allows you to return at a later date to complete
Add artifacts by uploading items to the library on main page
Teacher and administrator sign off on each action electronically
Formal Observations
Beginning Teachers
(years 1 and 2)
Formal Observations will be
conducted by November 1st
and by February 15th
HPEC administrator will
take the lead with local
building principal’s support
Observe staff actively
performing duties (teaching,
evaluating, participating in
staffings, providing
inservices etc.)
Teachers in years 3 and 4 and
those on a 3-year rotation cycle
(years 7, 10, 13, etc)
Formal Observations will be
conducted by February 15th
HPEC administrator will
take the lead with local
building principal’s support
Observe staff actively
performing duties (teaching,
evaluating, participating in
staffings, providing
inservices etc.)
Teacher Evaluation Rubric
Spring Visits and
Review of
Professional
Development Plans
HPEC Administrators will visit with
each professional staff member each
spring to review the Professional
Development Plan using the
standards and indicators from the
Teacher Evaluation Rubric. At this
time, professional staff will share
any artifacts they have included
throughout the year to demonstrate
accomplishment of items on their
Professional Development Plans.
Teacher Evaluation
Summary
HPEC administrator will conference with the teacher
Discuss self-assessment, the teacher’s most recent
Professional Development Plan, the components of
McRel’s Teacher Evaluation System during the year, the
classroom observation and artifacts submitted during the
evaluation
HPEC administrator will complete the Teacher Summary
Form and share with the teacher

conference.
Gather data, artifacts, and/or
evidence to support performance

strategies to improve personal
performance/attain goals

Supervise the process and ensure
that all steps are conducted
according to McREL’s Teacher
Evaluation System both in terms
of quality and appropriate time
frames
Identify the teacher’s strengths
and areas for improvement and
make recommendations for
improving performance.
Collaboratively work with
building administrators
Meet with HPEC admin to
review all process by due dates
