Message from the Executive Director
Dear UDI – Calgary Membership:
On behalf of the Urban Development Institute – Calgary, I would like to respectfully
submit the 2010 year in review. What another challenging and rewarding year!
While the year did not feature the frenetic pace of development of some of the previous
years, it did mark the beginning of a recovery from the economic downturn bringing with
it the now familiar challenges and opportunities confronting our industry – responding to
growth pressures and serving the needs of Calgarians.
I continue to be amazed at the dedication of the UDI membership. From the Board of
Directors through to the 140 volunteers that keep things moving, UDI – Calgary is very
fortunate to enjoy the dedication and expertise of it’s volunteers.
By the same token, UDI – Calgary has worked hard to maintain a strong working
relationship with our closest partners at the City of Calgary who benefit greatly from the
work of our volunteers. As you will see in the pages of this review, there is a staggering
amount of work and coordination occurring with The City. That is not to say there have
not been challenges, however the strength of the relationships is such that the solutions
are being found to the benefit of all Calgarians.

Message from the Executive Director - continued
The new Municipal Development Plan continues to present implementation issues
for our membership, but as with other tests, our industry will rise to the challenge.
In closing, I would like to thank the UDI – Calgary staff for all of their hard work this
past year. They make coming to work each day a pleasure. We are all looking
forward to an exciting 2011!

Board of Directors
At the 2010 UDI – Calgary Annual General Meeting, there
were some changes to the structure of the Board of
Directors. Don McLeod will finish his term as Chairman. In
addition, at a subsequent Board meeting, Don Merlo was
named as the Vice Chair and he will become the Chairman
in January of 2011. Michael Dutczak and Paul Taylor will
step down from the Board at the completion of their terms
this year.
The following pages provide information on just some of the
issues the Board has been working on in the past year.

Board of Directors Initiatives
Financing Municipal Infrastructure Report
On June 30th, 2010 City Administration released a report entitled,
“Financing Municipal Infrastructure:
Sharing the Capital Costs and
Financial Risk of Residential Growth in Calgary”. In a joint letter from UDI –
Calgary and the Canadian Home Builders Association – Calgary Region,
the building and development industry came together to reject the report,
largely because it did not adequately capture the spirit and intent under
which they had agreed to participate in the exercise or the conclusions that
were discussed. In particular, the exploration of alternative funding and
financing options which enhance the transparency, accountability and
responsibility of the costs of growth were not addressed.

Board of Directors Initiatives
2011 Standard Development Agreement Negotiations
December 31st, 2010 will mark the termination of the previous 5
year Standard Development Agreement (SDA). The UDI Board of
Directors has been meeting with City Administration over the past
several months to discuss all aspects of the agreement with
special scrutiny to the acreage assessment levies which are
under review. These discussion will continue into the new year
and result in a new agreement for an as yet unspecified term.

Board of Directors Initiatives
Votecalgary.ca
In the summer of 2010, our industry launched votecalgary.ca, an
interactive initiative aimed at educating and engaging the almost
30,000 Calgarians who work in Calgary’s housing and
development sector to vote in the City’s October 18 municipal
election.
Through the votecalgary process we engaged over 75 candidates
on our website, conducted 50 candidate videos, held face to face
candidate meetings, hosted two very successful candidate
forums, released professional polling on all 14 wards and
produced an education package dispelling misconceptions about
our industry. Through these strategies we have broken down
barriers with City Council and the general public for our
industry. By modeling the open and transparent approach we
expect of government we have positioned ourselves as thought
leaders, information resources and, most importantly, we have
opened up doors to have the important conversations we need to
have to be successful in our businesses.

Building a Better Calgary: Up, Out and In
There have been many misconceptions regarding what we, as an industry,
fund in the development of Calgary’s new communities. Building a Better
Calgary: Up, Out and In was created to dispel these misconceptions by
providing the most current information on the continued role we play in
developing Calgary. The document places a focus on growth, infrastructure
and funding as well as housing affordability and choice.

Project Manager Update
2010 has been an exceptionally busy year for UDI – Calgary and its volunteer
members. Our Committees and Task Forces have been working diligently to negotiate
positive changes to the 2011 Development Agreement and the 2011 Standard
Specifications for Sewer/Water, Landscaping and Roads.
The 11 Committees and 7 Task Forces are focused on planning policies, development
agreements, construction specifications, environmental and water related issues,
submission standards, ER setbacks, regional/municipal issues and more (information
regarding the Committees, Task Forces, and their contributions, follows in this report).
UDI - Calgary relies heavily upon volunteers and through the contribution of their time,
effort, valuable knowledge, planning experience and technical expertise, we are able to
effectively participate in process and policy reviews, negotiations, and relevant
discussion on a vast range of development issues with the City of Calgary and other
municipalities.
On behalf of the UDI Administration, I would like to express our appreciation to our
dedicated committed Volunteers for the generous gift of their time and resources!

Development Agreement/Levy Negotiations
The Development Agreement was finalized in April 2010, with only minor revisions. Mark Wynker,
Chris Ollenberger and Chris Plosz played key roles in the negotiations of both the Development
Agreement and Standard Specifications, assisted by dedicated volunteers from various Committees and
Task Forces.
In 2010, the levies/fees increased by 5.36%, based on the 2009 & 2010 blended average between the
City of Calgary and the National (Statistics Canada) increase/decrease of the non-residential building
construction price index.

Development Agreement/Levy Negotiations - continued

For further information on changes made to the 2010 Development Agreement, please refer to Information
Bulletin #110 on the UDI website www.udicalgary.com. A copy of the 2010 Standard Development
Agreement is also available on the website under the “Documents of Interest” tab.
With the expiration of the term of the current Development Agreement, UDI - Calgary and Urban
Development commenced negotiations for the 2011 Agreement in February 2010. Critical aspects of the
negotiation are the levies and fees, as well as issues related to payment of municipal infrastructure.
The Development Agreement, the Parks and Water/Sewer Specification negotiations are progressing well
and should result in resolution of the majority of proposed changes for the coming year.

Technical Negotiations
Numerous changes were made to the 2010 Water, Sewer, Roads and Landscape
Standard Specifications to address issues/deficiencies that were identified by both UDI
and The City of Calgary. A detailed listing of all specification changes can be found at
the front of each Standard Specification book. As well, a summary of the changes has
been documented in following Bulletins:

Pavement Task Force
As part of the 2010 Technical negotiations for Roads Specifications, the
Pavement Task Force, consisting of Chris Plosz, Jim Montgomery, Sandy
McIntosh, and Nazim Lalani oversaw minor revisions to a few of the
specification drawings. In 2011, we anticipate a more comprehensive review
of the Roads specifications, particularly with regard to winter paving mix,
pavement design life, properties of crushed based course gravel, compaction
requirements and damages to monolithic sidewalks.

Planning Committee
In 2010, the Planning Committee was extremely busy reviewing and providing comment on a
multitude of City of Calgary policy documents and initiatives. Under the leadership of CoChairs Sue Paton and Sean Nolan, the Committee addressed the following:

The 2010 Planning Committee members included: David Allen, Gillian Lawrence, Ben

reviewing and documenting industry concerns pertaining to the new MDP and CTP.

ER Setbacks (Stream Classification and ER Setback Policy)
Land taking for ER setbacks and streams has become increasingly more important to the
development industry with the recent trend for more and more land to be taken as ER. In
May 2010, UDI created a Task Force to investigate the key factors and to develop a
strategy for advancing our concerns. The Task Force consists of David Allen (Chair),
Richard Geleta, Nick DeCarlo, Chris Davis and Kelly Blenkin. Current issues under
discussion include:

How does slope, cover type and hydraulic connectivity affect analysis
Credit versus non-creditable reserve, i.e. taking land without compensation

accordance with the legislation.

Urban Densification Committee
The role of the Urban Densification Committee is to provide leadership and guidance to City of Calgary,
the Development Industry and Calgarians as the City moves toward increased density in the urban core.
With the adoption of the new MDP /CTP, this Committee’s work is increasingly more significant,
collaborating with government/stakeholders to review and evaluate priorities, policies and implementation
processes related to urban area planning. The Committee of Jaydan Tait (Chair), Ben Lee, Richard
White, Glen Pardoe, Alex Ferguson, Linda Hackman, Chris Ollenberger and Rick Lewis addressed:

Technical Committee
The Technical Committee is led by Mark Wynker and is one of one of UDI’s busiest
committees. 2010 Committee members include: Richard Geleta, Chris Ollenberger, Chris
Plosz, Ian Hunsche, Dale Johnson, Jim Montgomery, Reg Jans, Ted Parent and Trevor
Huber. The majority of the Technical Committee’s workload comes from the various
Committees and Task Forces that report directly to it. These include: Urban Landscape, Water
Management, Transportation, Technical Negotiations, Electronic Submissions, Environmental,
Shallow Utilities/Streetlighting and Pavement (please refer to the information provided for each
Committee/Task Force with a summary of relevant issues).
The expiration of the term of the current Development Agreement and lifting of the moratorium
for Standard Specifications changes with associated cost increases, have culminated in an
extraordinary volume of specification changes being proposed by the City of Calgary. In
addition, there have been a number of emerging issues resulting in an extremely busy 2010 for
this group.

Urban Landscape Committee
Chaired by Paul Douglas, the Urban Landscape Committee membership includes Henry Heuver,
Victor Kallos, Bruce Laing, Scott Wright, Barry Paxton, Dale Johnson, Jason Palacsko, Brett
Friesen, Stan Siemens, Marvin Smith and Marissa Koop.
The Committee’s primary focus in 2010 has been reviewing a multitude of revisions to the Standard
Specifications for Landscape Construction proposed by the City of Calgary, largely arising through the
City’s effort to implement the Water Management and Urban Forest Strategic Plans, necessitating a
comprehensive review of the following:

The Committee was also involved in the review of numerous City of Calgary policies such as the
Invasive Plant Strategic Management Plan, Draft Biophysical Impact Assessment Framework, Draft
Restoration Guidelines, Proposed Pesticide Bylaw and Sustainable Sites Initiative. The Committee
has also reviewed/monitored landscaping guidelines for roundabouts, wetland compensation issues
and addressed coordination between the City and Enmax when closing utility accounts after FAC.

Water Management Committee
Water is an increasingly important factor in the development of the City of Calgary and surrounding
municipalities, as evidenced by the numerous water management plans and studies under review this year.

City of Airdrie Task Force
2010 was a very busy year for the Airdrie Task Force, given the
challenge of presenting industry’s concerns with regard to increased
infrastructure levies, as well as proposed revisions to the Landscape
Guidelines & Specifications and the Subdivision Servicing Agreement.
Numerous meetings over the course of 2010 were held and through the
efforts of the Task Force members Phil Nottveit (Co Chair), Brett
Friesen, (Co-Chair), David Baker, Peter Lewandowski, Averil Trapp,
Collin Campbell, Reg Jans, Karmen Chanasyk and Arnie Stefaniuk,
many of industry’s concerns were addressed during the negotiation of
the infrastructure levies. Chris Plosz (Past-Chair) and Graeme Melton,
(Past-Committee member), are also recognized for the integral role they
played in the negotiations of the infrastructure levies.
Going forward, the Task Force will continue to work with Administration
on industry related issues and on ways to promote UDI at both the
political and administrative levels.

Shallow Utilities – Streetlighting Task Force
In 2010, the Shallow Utilities and Streetlighting Task Force was merged to
address common issues. The Task Force is led by Chad Blash and members
include: Richard Revesz, Richard Geleta, Alan Sylvestre, Peter
Lewandowski, Ian Hunsche, Moh’d Al-Heneiti, Reg Jans and Jamal Seede.

Transportation Committee
The Transportation Committee’s purpose is to keep abreast of City and regional issues that
affect the development industry by working together with local governing bodies to improve
approval processes, guidelines and specifications related to transportation. Led by David
Thatcher, the Committee members include Patrick Briscoe, Bruce Nelligan, Glen Pardoe,
Calvin McClary, Grace Lui and Neil MacKimmie. The Committee’s focus in 2010 has included

The Electronic Submissions Task Force continues to address emerging issues
associated with the City of Calgary’s review of the block profile “as-built”
drafting standard and the Calgary Regional Partnership’s CAD as-built digital
submission standards. Other issues under discussion include:

Jane Power, David Dalen, Warren Paulsen, Don Larke, James Scott and
Greg Donaldson focused their efforts on:

Co-hosting a Joint Educational UDI/CPAG Luncheon with the City of
Calgary in an effort to bridge understanding, communication and
cooperation between CPAG and the Development Industry (special thanks
from the Commercial Committee to Sue Paton, Planning Committee CoChair, for her contribution to this initiative);

Rocky View County Liaison Committee
The RVC Committee meets monthly to address a wide variety of issues pertaining to
development in Rocky View County. The 2010 UDI Committee representatives were Richard
Geleta (Chair), Cam Hart, Dawn Hovdebo, Ron Sawchuk, Patrick Burke, Asad Niazi, Ian
Hunsche, Arnie Stefaniuk and Patrick Briscoe.
The Rocky View County participants throughout the year included Chris O’Hara, Rob
Deverell, Rick Wiljamaa, Linda Ratzlaff, Byron Riemann, Kelly Minor and Kathy Dietrich.

Policy, Bearspaw Community Plan, Highway 8 ASP, Area “B” Plan, Accessory Dwelling
Unit Study, Amenities Study, Commercial Design Guidelines and Hamlet and Cluster

Environmental Task Force
The members of the Environmental Task Force include Ken Cook (Chair), Renee Bellavance,
Marilee Hill, Bob Faktor, Jason Lewis, Michael Lupart, Ken Hugo, Phil Wareham and Travis
Oberg. In 2010, the group focused its efforts on:

Alberta Environment Guidelines and their impact on the development industry

Environmental impacts associated with the implementation of the Municipal Development Plan
Calgary Synergy Advisory Panel
Review of issues being address through the ALIDP Partnership
Involvement with the Green House Gas external working group
UDI – Calgary also has a seat on The City of Calgary's Environmental Advisory Committee (EAC),
which reviews and provides comment on environmental activities and policies of the City. The
Committee is comprised of representatives from The City of Calgary, Calgary River Forum Society,
Sierra Club, Alberta Health Services, Sustainable Calgary Society, Alberta Ecotrust Foundation and
other organizations that focus on environmental issues. Bob Faktor and Travis Oberg represent UDI’s
interest on the EAC and, while UDI may often disagree with the EAC recommendations, our
participation on the committee ensures that the development industry’s perspectives/opinions are put
forward and that are apprised of the environmental issues that affect us.

UDI – Calgary Events
In the past year UDI – Calgary hosted six luncheons, five breakfast seminars, a joint UDI –
Calgary/Votecalgary.ca Mayoral Forum, the Spirit of UDI Awards, the annual Golf Tournament and
the 2009 Christmas Reception.
• The total year event attendance was approximately 2700 members.
• The 2009 Christmas Reception was attended by over 550 people from the City of Calgary,
surrounding municipalities and our membership.
• The 2010 Ron Nolan Memorial Award was presented to James Hammermeister for his many
years of industry service and the Spirit of UDI Award was presented to Michael Dutczak for
his exceptional leadership and dedication to UDI – Calgary and UDI Alberta.
• 220 members participated in the 2010 golf tournament at Heritage Pointe, over $6500 was
raised for the Calgary Habitat for Humanity and we successfully filled our truck for the annual
Tool Drive. Congratulations to Marc Tremblay and Maureen Boudreault who won the men's
and women’s low gross.
