CLIENT PROFILE REGISTRATION SYSTEM (CPRS) for Exporters

CPRS:

- facilitates the process of capturing client information during the accreditation and/or registration of the various BOC stakeholders.

acquires accreditation information from other stakeholders from their respective accrediting agencies.

BOC Memorandum Order (CMO) No. 39 – 2008

“ Initial Registration of Clients and Stakeholders with the Electronic-to-Mobile or e2m Customs System; Data Build-up Phase of the Client Profile Registration System or CPRS. “

CMO No. 39 - 2008 specifically prescribes, among others:

1. That only brokers and exporters registered with the CPRS for exporters will be able to file export declarations (EDs) under the e2m.

CMO No. 39 - 2008 specifically prescribes, among others: 2. CPRS Exporters Accreditation will be with the following offices:

a. For exporters registered with investment promotions agencies: - Board of Investments - Philippine Economic Zone Authority (PEZA) - Subic Bay Metropolitan Authority (SBMA) - Cagayan Special Economic Zone Authority (CEZA) - Zamboanga City Special Economic Zone Authority b. For other exporters: Philippine Exporters Confederation, Inc.

Documentary requirements:

1. Duly accomplished and notarized application form for CPRS accreditation.

2. Business registration papers: - if Corporation: SEC Articles of Incorporation and By-laws - if Partnership: SEC Articles of Partnership and By-laws, and Statement of Joint Solidary Undertaking - if Single Proprietorship: DTI Certificate of Registration

Documentary requirements:

3. Latest SEC General Information Sheet 4. Duly notarized Secretary’s Certificate of major stockholders, principal officers and responsible Officers 5. Photo and specimen signature of major stockholders, principal officers and responsible officers (preferably in jpeg form) 6. Secretary’s Certificate authorizing the company officer to sign and act for the company (in company letterhead)

Documentary requirements:

7. Audited financial statements for the last 3 years or Interim Balance Sheet for newly established firms.

8. Income Tax Return for the last 3 years 9. BIR Certificate of Registration Form No. 2303 10. Mayor’s Permit (office and factory/warehouse) 11. Location map of office, factory warehouse 12. Product list 13. Product brochure or pictures of products 14. Proof of payment of the CPRS Exporters Accreditation fee

CPRS Application Documents Exporter Submits the required documents Pre-evaluates and schedules plant visit Plant visit conducted BOC activates the CPRS Certificate of Registration w/ Customs Client Number (CCN) emailed to company Application encoded, submitted and approved CPRS Accreditation Committee approves CPRS application

General Guidelines:

1. All documents submitted shall be CERTIFIED TRUE COPIES.

2. CPRS Exporters Accreditation is annual.

3. Plant visits will be conducted to all CPRS applicants.

- For out of town inspections that would require air travel and staff accommodations, expenses shall be to the account of the company.

- PHILEXPORT CBW accredited companies shall be accorded express lane treatment 4. CPRS applications shall be approved by the CPRS Accreditation Committee prior to encoding in the system
