Utilization of the NAS

Used by a variety of users, each with different requirements and
capabilities-- from simple to extremely sophisticated

NAS should accommodate mixed-equipped aircraft to serve all users

Requirements of the NAS
 Needs to be dynamic and adaptive—flex to demand in time and space
 Accommodates min and max equipped aircraft throughout all
available airspace
 Airspace complexity will dictate necessary capabilities
 Surveillance and navigation capability without GPS dependence

DoD’s fleet realities: more than 14,000 aircraft
 Allocation of scarce resource requires directed equipage
 Business case and ROI will drive decisions
 Technology and policy to match NAS requirements for DoD
 Integration challenges drive cost: old/new; analog/digital;
federated/integrated architectures
 B-52/A-10: Expected in service into 2030-2040
 F-22/B-2: Expected in service 2040 and beyond
 DoD specific security considerations
DoD will require FAA ATC procedures, NAVAIDS, and systems
to support robust DoD ops/training for the foreseeable future
