CP5 Enhancements Delivery Plan Audrey Laidlaw Lead Strategic Planner 02-July-14 / 1 Periodic Review 2013 ORR published Final Determination on 31st ► October 2013 Network Rail accepted the Final ► Determination on 10th February 2014 Network Rail published the Control Period 5 ► (CP5) Delivery Plan on 31st March 2014 CP5 began on 1st April 2014 and runs until ► 31st March 2019. 02-July-14 / 2 Specified Enhancement Schemes ► EGIP Phase 1 ► Borders ► Rolling programme of electrification • Rutherglen and Coatbridge (R&C line) • Greenhill Lower / Carmuirs West / Falkirk Grahamston / Polmont • Stirling / Alloa / Dunblane • Holytown to Midcalder (Shotts line) ► ECML (North) – WCML gauge enhancement ► Highland Main Line Journey Time Improvements Phase 2 ► Motherwell Area Stabling ► Motherwell Re-signalling enhancements ► Aberdeen to Inverness Improvements Phase 1. 02-July-14 / 3 Aberdeen - Inverness Rail Improvements Phase 1 £170 million between 2014 and 2019 to deliver: Infrastructure to provide a new station at Kintore ► Half hourly commuter service between Aberdeen and Inverurie ► Platform extensions at Elgin and Insch to accommodate 6-car trains ► Infrastructure to provide a new station at Dalcross ► Small increase in the number of commuter services between Elgin and Inverness ► No increase to journey times with the inclusion of two new stations. ► Please note that the cost for the new stations is not included in the £170 million 02-July-14 / 4 Aberdeen - Inverness Rail Improvements Phase 1 Infrastructure to provide a new station at Kintore ► Reinstatement of double track between Inverurie and Aberdeen (subject to extent of redoubling practicable through tunnels between Kittybrewster and Aberdeen) ► Linespeed improvements between Inverurie and Aberdeen to mitigate journey time increase caused by Kintore Station ► Platform extensions at Elgin and Insch to accommodate 6-car trains ► Signalling enhancements at Elgin ► Signalling enhancements at Forres ► Forres loop extension and relocation of station onto the straight ► Infrastructure to provide a new station at Dalcross. ► 02-July-14 / 5 Funds to deliver specific outcomes ► Scottish Stations Fund ► Scottish Strategic Rail Freight Fund ► Scottish Network Improvement Fund ► Future Network Development Fund ► Scotland Level Crossings Fund. 02-July-14 / 6 Scottish Stations Fund £31 million (up to £6 million for improving Caledonian Sleeper station facilities) ► Examples of possible contributions: • New station at Kintore • Enhanced station facilities • Enhanced cycle facilities • Enhanced car parking ► Project endorsed for funding: • Cycle hub at Edinburgh Waverley station. Sustrans & CEC majority funders 02-July-14 / 7 Stations Fund - governance Aim of the fund: “improve public’s access to railway services” Guidance defines what improvements might consist of (e.g. “improvements to station buildings and facilities” and applications need to focus on how the scheme will contribute to meeting NR’s outputs. (Evidence based) NR is constrained by the guidance as follows: ► Applications of >£1m require TS approval if BCR>2:1 ► Applications >£100k require TS approval is BCR<2:1 or undetermined Fund seeks to encourage matched funding bids, but funding has to be proportionate to share of benefits. 02-July-14 / 8 Scottish Strategic Rail Freight Investment Fund £31 million ► Examples of possible schemes: • Gauge and Route Availability enhancement of the Waterloo Branch • Gauge enhancement between Elgin and Inverness • Freight loop at Laurencekirk 02-July-14 / 9 Scottish Network Improvement Fund £62 million ► Examples of possible schemes: • Aberdeen to Central Belt Improvements - Small/medium sized infrastructure interventions (i.e. linespeed improvements and loops) • Aberdeen to Stonehaven Capacity enhancement. 02-July-14 / 10 Future Network Development Fund £10 million ► Examples of possible schemes: • Aberdeen to Inverness corridor improvements Phase 2 • Rail Improvements between Aberdeen and the Central Belt • Rolling Programme of Electrification. 02-July-14 / 11 Level Crossing Fund £10 million to facilitate closure and partial closure of level crossings ► Rosarie AOCR.
