White House Perspective
 Public Alert and Warning- Local, State, and Private Sector
response should be rapid and effective in order to save lives. This
exercise should evaluate whether the right tools are available and
how well they are being used.
 Resilience for the Government, Critical Infrastructure (CI), and
Key Resources (KR)- This exercise should validate which CI/KR
sectors are the most vulnerable and which are the most important.
 Defense Support for Civil Authorities (DSCA)- The White House is
interested in seeing how quickly DSCA can be provided in a nonotice event, and how competing priorities will impact support.

1) Regional Exercise Coordination Cells (RECC) will be
staffed by FEMA Regional Coordinators and co-located at the
MCC.
2) Multiple entity or jurisdiction specific LCCs may be reporting
to each State VCC. FEMA Regional LCCs will report to their
appropriate RECC.
3) While no decision has yet been made, this version of the
Control Cell Locations & Information Flow presumes the MCC
is located outside of the National Capital Region.
