Flight Program Lead Region

Division ASW-200 serves as the national
program office for flight program matters.
• Southwest Region is lead region for
FSIRP.
• Southwest Region is lead for FACTS.
• The Office is located at the Alliance Airport
in Ft. Worth, Texas.

Training and Currency
Requirements
Formal Training
• Before performing pilot tests/checks,
inspector must complete indoc class.
• Must attend formal training every 24
months for airplane and/or helicopter.
• For type rated aircraft must attend formal
training every 12 months.
• Inspectors assigned to turboprop, must
complete Turboprop Course, equivalent,
waiver or hold a turboprop type rating.
Formal Training
• Inspector with type ratings must complete
formal type training once each 12 months.
• Inspector assigned more than one large
type aircraft, formal training is rotated
every 12 months between aircraft (A11-5).
• For Glider, Lighter Than Air, Gyroplane, a
check (4040-2) substitutes for Formal
Training (A11-5).
Annual Proficiency Check
• Every 12 months completes a 4040-2 check.
• Multiengine check suffices for single-engine as
long as initial single engine has been completed.
• Completed with an appropriate check pilot.
• Meets appropriate PTS standards.
• Must be documented on 4040-2 form.
• No Grace months.
Quarterly Events Program
• AFS Events Based Currency Program
(EBC) provides operation inspectors with
the proficiency and skills needed to
conduct test/checks.
• In addition, the program enhances safety
by giving inspectors proficiency to handle
potentially dangerous and/or emergency
situations.
Quarterly Events Program
• Order 4040.9D appendix 11 and FOM has
a listing of tasks and maneuvers required
to be completed by the inspector.
• Tasks completed in Group II aircraft can
be credited for Group I.
• Tasks completed in Group I aircraft CAN
NOT be credited to Group II.
Re-qualification Provision
• An inspector who fails to meet the
quarterly EBC tasks in the prior quarter
must complete the tasks before
conducting test/checks.
• In addition, the inspector must completed
another set of EBC tasks to become
current for the next quarter.
Medical Requirements
• Participants in the flight program must hold
at least a Second Class medical to act as
a crewmember in an aircraft.
AFS Personnel On Aircraft
• No passengers may be carried aboard
FAA King Air airplanes.
• Only AFS personnel maybe carried aboard
rental aircraft. The passenger must be
approved by a supervisor and a statement
must be enter in the justification block on
Form 4040-6 (see page A11-9).
Use of Rental Aircraft
• Rent the type of aircraft the inspector
would normally use to conduct test/check.
Additional Comments
• Retiring Inspector within 6 months should
not be sent to formal training (waiver only).
• During Practical Tests inspector is not the
PIC. If inspector acts as a required
crewmember, he/she must be fully
qualified.
• In required two crew aircraft, the inspector
should conduct the test/check from jump
seat, or appropriate viewing seat.
Additional Comments
• When qualified in two type rated aircraft,
inspector should rotate EBC tasks
between the two aircraft. Example: First
quarter complete tasks in BE-1900,
second quarter complete tasks in SD-360,
third quarter back in the BE-1900, etc…
Semi Annual Flight Program
• Designed for new hires, Managers, FLM,
FAAST and other flight program
participates not conducting tests/checks.
• Provides a minimum of 6 flight hours every
6 months.
Training Waiver
• Waivers maybe received for CRM, Formal
Training, Turboprop Initial, and to conduct
tests/checks without attending Indoc or
formal training Class.
• Training waivers will only be issued if
training has been requested and
approved.
• The course was unavailable within 90
days.
Training Waiver
• The inspector has a confirmed class date within
6 months.
• No readily current and qualified inspector is
available.
• Turboprop waiver maybe submitted for an
inspector with 200 hours in turboprops within the
last 5 years provided he/she has completed a
4040-2 in a turboprop.
• Waivers are strongly discouraged.
• If granted, the waiver will be issued for a
maximum of 6 months.
Documentation
• Prior to 4040 training flight inspector must:
• 1. Check FACTS to ensure currency.
• 2. Obtain a “K Band” FLM signed 4040-6.
• 3. Review EBC worksheet for required
tasks and maneuvers.
Documentation
• After flight is completed:
• 1.Complete 4040-6 including fuel
used/cost and original invoice.
• 2.Complete EBC worksheet. Should be
kept by inspector.
• 3.Enter date and information on 4040-7
equivalency. Do not submit until all EBC is
accomplished.
