FRIENDLY GREECE
Action Plan to support entrepreneurship and improve structural competitiveness
Elaborated by the MoD, in co-operation with the 12 Government Ministries
The Initiative

The creation of an attractive business environment is a
prerequisite for the recovery of the Greek economy as well
as for stimulating economic growth and job creation.

Improving the business environment in Greece is a
fundamental priority for the Ministry for Development,
Competitiveness and Shipping being a cornerstone of our
strategy for growth rebalancing through the business sector.

In accordance with the National Economic Program and the
Memorandum of Understanding (MoU) signed together with
the EC-ECB-IMF, the Ministry was tasked to record and
address the major obstacles to business activity. That is to:


first identify and then to
design policies to overcome the most significant barriers to
entrepreneurship by drafting a targeted action plan for
their removal.
The Initiative

The “Business Friendly Greece” (BFG)
initiative is an ambitious action plan
of institutional reforms elaborated
by the Ministry of Development,
Competitiveness & Shipping in
cooperation with the twelve
pertinent Government Ministries and
in consultation with EC-ECB-IMF.
The “Business Friendly Greece” Action Plan

The Action Plan focuses on setting the course
(80 policy actions) for the removal of the
most important barriers to
entrepreneurship, with implementation over
the period 2011 - 2012.
This is supplemented by key policy
challenges and underpinning legislative and
policy actions to support entrepreneurship
and competitiveness in the long term.
The improvement of the business environment
in Greece is an ongoing process with a great
number of reforms yet to be implemented at
both the institutional and the practical policy
level.


Action
5.10 Revise the existing code to facilitate gas market entry and liquidity.
5.11 Adjust the tarification of the gas transmission system, which is
currently among the highest in the European Market, and ensure that
tariffs for transmissions services according to Article 13 of the Gas
Regulation (2009/715). In particular, tariffs shall be transparent, take into
account the need for system integrity and its improvement and reflect
the actual costs incurred, insofar as such costs correspond to those of an
efficient and structurally comparable network operator and are
transparent, whilst including an appropriate return on investments.

2.6 Adoption of new law simplifying environmental permits the main

2.7 Clear definition of the substantive content of each environmental
permit and of the matters falling under the control of the licensing
authority, in order to eliminate/reduce the phenomenon of departments
encroaching on matters under the jurisdiction of other authorities or
encroaching on subsequent stages in the procedure when issuing a
permit or opinion (e.g. expression of judgments or reservations about
ownership matters during the environmental licensing stage)
2.8 Reforming the management of industrial hazardous waste and
beginning implementation of the measures needed to ensure the safe

towards updating the criteria of the registration system for Commercial
Goods Vehicles, in order to harmonize them with the existing criteria in
