Introduction to Pupil Premium Plus Policy for
Kent Children in Care
Designated Teacher Conference
HISTORICAL SITUATION IN KENT


Children in Care have been able to access an
Achievement Improvement Fund -AIF. This money is
needs driven and is there to enhance the education of
children in care. It should not be used for anything which
would normally be provided by the school.
Another payment specifically for Children in Care has
been Pupil Premium. This payment has previously been
made direct to schools, and was £900 in 2013/2014. It was
only for children who had been in care for 6 months or
more. Schools were free to spend this money to provide
interventions to close the attainment gap.

PUPIL PREMIUM PLUS - PP+
• Children are now eligible as soon as they
enter care
• Virtual School Headteachers are directly
responsible for allocation of funds
• The money will be allocated on a needs
basis.
• The grant must be used to improve
attainment and close the attainment gap.
• Targets and interventions should link into
high quality PEPs.

CLOSING THE ATTAINMENT GAP
Not all Children in Care require the same
level of support and intervention to achieve
their full potential.
 In larger schools children might benefit from
group work or other interventions for more
than one child.
 It is suggested that DTs work with School
bursars or business managers where a larger
sum of money is being requested.


MANAGEMENT AND ACCOUNTABILITY
The VSK Headteacher has responsibility to
ensure that Pupil Premium Plus is used in-line
with the conditions of grant 2014/2015 and
KCC Virtual School Policy Statement.
 The VSK Assistant Heads will be responsible
for initial agreement of the spending plan and
subsequent monitoring of the spending plan.
 The Designated Teacher is accountable via the
PEP meeting for monitoring and measuring the
impact of the actions and interventions agreed


2014 – 15
JULY/SEPT – DTs
DTs to submit PP plans to VSK AHs
If plans are clear and there is no need
to discuss they will be signed off and DT
notified
SEPTEMBER – AHs/DTs
DT meetings with AHs (as required) across 2-3 days to discuss
and sign off plans for each CIC re PP grant, as per VSK PP Policy
statement. Where plans are for financial year and agreed, 2
instalments of funding will be made (October/February).
If, in unlikely situation, dialogue does
not enable an agreed plan, then DT has
the right of appeal as set out in VSK
policy statement
OCTOBER– AHs
Funding instalment as per plans agreed. TD notified by AHs of
any concerns where consideration of funding withheld.

impact of the intervention they are proposing.

