OUTCOME OF THE INTERNATIONAL WORKSHOP ON
THE SAFE USE OF PESTICIDES IN COCOA AND
HARMONIZED LEGISLATION FOR FOOD SAFETY
25 – 28 January 2011, Kuala Lumpur, Malaysia
Introduction
• The workshop was jointly organized by the International cocoa
Organization (ICCO) and the Malaysian Cocoa Board (MCB)
• It was held at the Renaissance Hotel in Kuala Lumpur,
Malaysia from 25 - 28 January 2011
• 200 participants from 21 countries attended the workshop
representing cocoa producers, traders, exporters, processors,
chocolate manufacturers, chemical manufacturers, wholesalers
and retailers, governmental and non-governmental
organizations, research institutions and universities
Objectives
1. To promote the proper and safe use of
pesticides throughout the cocoa supply chain
2. To enhance the process of harmonization of
legislations and regulations on pesticide
residues in cocoa and related products,
including standardization of analytical methods
for analyses of pesticide residues

Focus Area 1: Legislations on food safety and analytical
methods
1.
Establish an International Expert Working Group (EWG)
on “Cocoa Quality and Food Safety
2.
The EWG to develop a comprehensive list of active
ingredients (authorized and banned) of pesticides and
provide MRLs for each pesticide according to regional
recommendation
3.
The EWG to establish a list of pesticides in use in cocoa
for which MRLs are required

The ICCO should liaise with relevant countries,
agencies/institutions and manufacturers to compile a dossier of
pesticides recommended for use in cocoa. Then submit a
request to the appropriate authorities in the EU, USA, Japan,
Australia, etc. for the MRLs on these pesticides to be regularly
updated.

The ICCO should collaborate with research institutes and
manufactures on new pesticide products in order to provide a
range of pesticides with diverse modes of action for the safe
and effective control of key cocoa pests
6.
Provide support to help cocoa exporting countries to establish,
equip and effectively operate laboratories able to analyse and
measure MRLs in cocoa

The ICCO should continue to regularly update its “Manual
on the Responsible Use of Pesticides” and make it
available on its website free of charge to all interested
parties
8.
The ICCO should continue to monitor existing cocoa
certification schemes for compliance with recommended
pesticides and traceability
9.
Establish an international working group to monitor the
issue of pesticides worldwide, collect relevant information
and cooperate with relevant bodies for its dissemination

The concept of Responsible Pesticide Use
should be adopted to replace the concept
of the Safe Use of Pesticides and should
be disseminated widely

Encourage the development of farmers’
organizations as appropriate channels to
effectively implement GAP and GWP in
the use of pesticides

Adequate funding should be provided for
intensive research on alternatives to
pesticides such as Host-Plant Resistance;
Cultural Practices; and Biological Control
of Pests and Diseases

Bring together cocoa producing countries, importing
countries, pesticide manufacturers and other relevant
partners to fund capacity building programmes on SPS
requirements for all stakeholders along the supply chain

Collaborative measures should be developed or
established to enforce the ban on the production and
trade of prohibited pesticides in cocoa

Promote the use of Integrated Pest Management (IPM) as
a component of a comprehensive programme of capacity
building on Good Agricultural Practices (GAP) and Good
warehousing Practices (GWP)

The support provided by donors for the
ICCO Cocoa SPS Africa project should be
extended to other origin regions

The ICCO should continue to encourage
origin countries to implement measures
to comply with international regulations
on pesticide residues
