CH position before and during the WCIT-12: In accordance with the
mandate of the Federal Council, the Swiss delegation supported the
points, in coordination with the other European countries:

To be limited to general high-level principles; no provisions of a
technical or economic nature.
Not to discuss internet governance; this topic is not within the
competency of the Conference.
Not to extend the scope of the ITR, such as, for example, the aspects
related to the environment (climate change).
To be strictly limited to the "technical security" of telecommunications
networks, within the meaning of the technical recommendations of
the ITU-T
Not to include the aspects specifically related to the internet (spam in
particular), to avoid mentioning the internet (the word "internet" being
rather associated with content).

Results of the WCIT-12
Switzerland succeeded in maintaining its commitment for the majority of the points,
but was unable to impose the adequate wording for the articles on spam and
network security (no more than the European countries)

A number of western states, won over by the USA, the UK and Sweden considered
the final acts to be problematic:
•




The preamble to the ITR proposes a new right, that of the "right of access of
Member states to international telecommunications services "(imposed by
vote).
Two new articles could serve to legitimize content control by certain Member
states: 5 A (Security and robustness of networks) and 5b (Unsolicited bulk
electronic communications).
A resolution on the internet which may give a fairly broad mandate to the ITU
in the area of the internet
Switzerland, like many western countries, said that it needed a period of reflection
to analyze the entirety of the new ITR and that it will not sign the final acts in Dubai.
