GHG Permitting Progress
Permitting continues to be dominated by the energy, oil and gas, and chemical sectors.
Permitting has resulted in application of energy efficiency standards for most sources.
Add-on controls are increasing, but are still only applied to a relatively small number of
sources.

Permit Extension Guidance
www.epa.gov/region07/air/nsr/nsrmemos/extend14.p
df
Primarily applies to EPA and delegated permitting
authorities
Key points
Applicant must show that an extension is justified
Case by case
First request would not necessarily mean revisiting
BACT, air quality analysis, etc.
Second request would require a more substantive review
of BACT, air quality analysis, etc.
Modeling Issues
The short term standards continue to be difficult.
Early conversations with the permitting authority are a
must.
Answer EPA comments!
Environmental Justice
High priority for our Regional Administrator and
Administrator
Highly recommend engaging citizens early and often
