BASIC INFORMATION

City population (2012) is 4.4M, growth rate is 5.6%.

DAR ES SALAAM PUBLIC TRANSPORT

Dar es salaam Motors Transport (DMT) began services in 1949

DMT nationalized in1967 and establishment of Usafiri Dar es Salaam (UDA)

UDA could not cope with transport demands; private participation started in 1982

DAR RAPID TRANSIT (DART) SYSTEM:

To address the challenges the city of Dar es Salaam is implementing a Bus Rapid Transit (BRT) system, branded Dar Rapid Transit

(DART)

It is a Bus-based Mass Transit system which will operate on exclusive lanes, using high capacity buses (>150 pax).

DART has been designed as a Trunk & Feeder system.

THE DART SYSTEM

  DART is a Bus Rapid Transit (BRT) project in Dar es Salaam.

Dar es Salaam adopted the BRT as its long-term mass transit solution.

 The Mass Transit system will improve the quality of living for city residents through improved mobility options and cleaner technologies.

DART VISION

To have a modern public transport system at reasonable cost to users using high capacity buses that are environmentally friendly, operating on exclusive lanes and run on schedule.

 To increase the level of mobility of majority of residents enhancing their participation in a wide range of activities,  To promote the use of Non-Motorized Transport (NMT) by providing and improving relevant facilities,  To meet the continuous increase of travel demand of the City, and  Improve quality BRT corridor.

DART Phase1 will have 20.9 km, 27 stations and 5 terminals and it is expected to be able to carry about 406,000 passengers per day.

DART KEY ELEMENTS  The DART system will utilize High Capacity Buses each with ability to carry 150 passengers,  The Government is providing infrastructure including depots, the  Operations will be contracted to the private sector, these are Fare collection system, Station Management and Bus Operations,  Existing public transport operators will stop the current service and be integrated into DART system.

OPPORTUNITIES FOR PRIVATE SECTOR IN THE DART SYSTEM

Bus operations.

Introduction of SMART card with unlimited use options.

Fund management.

Business opportunities along the corridor and at terminals and stations, such as hotels, restaurants and shopping malls

Office and housing development along the corridor

Park and ride facilities.

INVOLVEMENT OF EXISTING PUBLIC TRANSPORT OPERATORS

Government is facilitating cooperation and association between international and local bidders in the bidding process

Enable communication between international and local bidders

Incorporate an incentive for local content in the bid in the tender process as allowed by the PPP regulations.

REMARKS

The Government of Tanzania is very much committed to implement the project, Political commitment is an important aspect for success.

DART Project is among the National Big Results Now (BRN) projects.

Stakeholders participation and effective communication are the success factors and ensures sustainability of the project
