General information: Armenia Renewable Resources and
Energy Efficiency Fund (R2E2 Fund)
 Main goal:The main goals of the Fund are to facilitate
investments in Energy Effuciency and Renewable Energy
sectors and promote the development of EE and RE
markets in Armenia.
 Number of employees: 23
 Annual turn-over or budget: $ 9.7 mil US

Main activities
The Fund shall implement the following activities:
a) participation in RR and EE policy development;
b) making proposals for legal reforms focused on renewable resources and EE market
development;
c) Contributing to the establishment and development of new industry infrastructure and
organization of services;
d) Training and capacity building for private entrepreneurs and auditors, energy service
companies (ESCO), financial institutions (FI) and home owner associations (HOA) and
capacity building related to renewable resources and energy efficiency sector investments;
e) Awareness campaign on EE and RE new technologies;
f) Organization of credit and loan projects in EE and RE sectors pursuant to respective
international contracts and authorities given by the Government of the RA;
g) Organization of financing in EE and RE sectors;
h) Financing of residential and industrial EE and RE projects through credits and grants;
j) Contributing to reduction of adverse anthropogenic impacts on the environment and
human health through development of EE and RE sectors, including the identification of
Clean development mechanism projects of Kyoto Protocol;
k) Other activities aimed at raising of national energy safety,
l) Expertise and approval of projects submitted to the Fund, financing of their
implementation, tenders for selection of consultants, suppliers and contractors (preparation
of terms of reference and bidding documents) and organization, preparation and signing of
all project implementation related expenses.

•120 school heating system rehabilitation, in 13 schools implamentation of

IMPROVING ENERGY EFFICIENCY IN RESIDENTIAL BUILDINGS

•Evaluation of legal and normative regulation of energy efficiency
•Residential building stock regulation and institutional evaluation
•Reduction of energy and finance consumption in order to repay a loan
Scaling Up Renewable Energy Program in Low Income Countries (SREP)
(World bank)
The objective of Preparation of SREP Investment Plan for Armenia is to
support the Armenian government in preparing a renewable energy
investment plan for securing funding from the SREP.

3. Related Activities and Networking
Energy Efficiency Program (World Bank)
•The project objective is to reduce energy consumption of public facilities and street lighting
systems through implementation of energy efficiency measures.
•The project beneficiaries are organinizations financed from the State or Community
budgets: schools, hospitals, state universities, colleges, cultural houses, kindergartens,
street lighting systems.
•Financing Mechanism: The R2E2 Fund implements energy saving measures in installment
payment terms, and Beneficiary will repay the investment cost from the energy savings
within the coming years(max 10 years).
•In a Hospital and 3 schools EEM implementation are nearing completion.
•In a kindergarten, a state archive, 3 universities, 3 schools and 3 streetlightings the works
will soon begin.

Our Role in BSBEEP
 Group of Activities (GA) 1:
 Activity 5: Collection of building materials and systems concerning
energy efficiency issues – “BSBEEP AGORA”, in order to organize a special
section on web page where products, systems and services are exhibited.
 Group of Activities (GA) 2:
 Activity 3: Calculation of the carbon footprint (CF) on municipal level.
Our Role in BSBEEP
 Group of Activities (GA) 4:
 Activity 3: Elaboration of web page for the project with intranet section
and a section for “BSBEEP AGORA” activity
 Group of Activities (GA) 5:
 Activity 1: Organization, coordination, monitoring of the work plan and
reporting. Preparing meetings and overcome obstacles. Setting up
management and monitoring procedures. Elaborating Guidelines and
Methodology of all foreseen activities.
 Activity 2: Assure the quality of GA's deliverables.
Setting up a system for assuring the quality of GA's deliverables, their
feasibility and further use of them. This activity will constitute a major
contribution to capitalisation of Project.
 Activity 3: Financial monitoring, reporting and auditing.
6 . BSBEEP Partner Perception and Added Value
 BSBEEP project will help to design EE general approach and
develop programs, as well as to establish information network.
This project will help to reduce energy consumption and
carbon emission.
 Our organization will have the chance to get acquainted with
the advanced experience of other countries, to find the
manicipal EE programs that will best fit for Armenia.
Our participation in this program will also influence the
advancement of R2E2 fund’s abilities and practice.
