Central Questions
• Why has Indiana been reporting CCR indicators such as AP,
SAT/SAT, etc.? What has been your aspiration/goal for this
reporting? Engender post-secondary success for ALL
students
• What positive outcomes have you seen from this reporting, and
what lessons have you learned along the way (particularly if you
have made adjustments)? Setting and reporting on goals
matters
• What plans do you have to adjust or expand upon this reporting
and what is driving these plans? Made CCR part of
Accountability and added IB, DC, & IC
Success Beyond High School
According to a recent study from the Georgetown
University Center on Education and the Workforce:
“55 percent of Indiana’s jobs will
require postsecondary education
by 2018.”

Projections of Jobs and Education Requirements Through 2018,

Success Beyond High School
And according to the Lumina Foundation for
Education:
“In 2010, only 33 percent of
Hoosiers held at least a twoyear degree.”

Success Beyond High School
-
College and career readiness measures are our
strongest indicators of student post-secondary
success:
Pass an Advanced Placement (AP) exam
Pass an International Baccalaureate (IB) exam
Earn college credit: liberal arts or CTE
Pass an industry certification exam
Indiana’s Three Goals (2009)
• 90 percent of students pass math and E/LA ISTEP+
• 25 percent of grads pass an AP or IB exam or earn
college credits during high school (updated)
• 90 percent of students graduate with a diploma

Setting Goals Matters
Since the establishment of the 25% goal by Dr. Bennett
in 2009, Indiana schools have achieved:
(1) the highest increase in the nation in AP
exam participation for graduates
(2) the second highest increase in the nation
in AP exam passage for graduates

Celebrating Success Matters
Every year we hold a big party in
downtown Indianapolis for our 25%+
achievers and our one-year and
multiple-year highest growth
achievers.
It is a highlight for many…

New Accountability Metrics
A–F
Transparency
&
Student Success
Goals of Updating Accountability
- Ensure EVERY student counts
- Generate dramatic closure of the achievement gap
- Provide transparent results
- Merge state and federal accountability
- Utilize new tools to provide a more robust system
- Engender post-secondary success for ALL
students
- These goals address the limitations of the old model
A-F
The G.P.A. structure is aligned with:
90 - 25 - 90
Two New Models
• Elementary & Middle Schools
–Performance & Growth
• High Schools
–Performance & Improvement
Key Improvements from Old to New
• Simplifies designations awarded to schools (A-F)
• Incorporates Indiana Growth Model
– Focuses on ALL students, not just the “bubble kids”
• Adds a Bottom 25% subgroup
– Focuses on closing achievement gaps
• Includes College & Career Readiness
High School Model
Calculating Grades
• Weighted grades (points) are determined for:
– English 10 ECA
Score x 30%
– Algebra I ECA
Score x 30%
– Graduation Rate
Score x 30%
– College and Career Readiness
Score x 10%
• A final grade is determined by adding the four
grades (points) together
High School Model
• College & Career Readiness
(25)
Calculate the percentage of cohort graduates who:
– Pass an AP exam
– Pass an IB exam
– Earn College Credits (3): Liberal Arts or CTE
– Pass an Industry Certification exam
High School Model
• College & Career Readiness

What’s My Grade?
IDOE developed a workbook with all of the proficiency
measures and bonuses already incorporated which
allows schools to simply input their achievement data
and have their grade automatically calculated.
Found here:
http://www.doe.in.gov/improvement/accountability/f-accountability
What does the Report Card look like?
IDOE worked with stakeholders to build sample report
cards for both the Elementary/Middle and High School
models.
They are found here:
http://www.doe.in.gov/improvement/accountability/f-accountability
What’s Working
-
AP dramatic growth and success
IB dramatic growth
Dual Credit dramatic growth
Industry Certification growth
Accuracy of AP, IB and IC data
Inclusion of these CCR components into the state’s
new Accountability model
Challenges
- Dual Credit data submissions
- Articulating the Priority Dual Credit courses and the
implementation thereof
- Researching CCR student-level success in Indiana higher
education institutions
Solutions
- Immediate: data verification from the Commission for
Higher Education
- Long term: data submission from the Commission for
Higher Education
- Improved data system that facilitates improved research
capabilities between agencies
