• • • The 60GHz band is typically licence-exempt in Europe due to the high oxygen absorption in this band. The 60GHz band in Europe refers to frequencies from 57 – 64GHz Spectrum was ‘allocated’ by recommendations by ECC* – V Band ECC/REC (09)01 • USE OF THE 57 - 64 GHz FREQUENCY BAND FOR POINT-TO-POINT FIXED WIRELESS SYSTEMs Local Regulators are thereby assured by the ECC/RECs that – ECC has considered interference issues with Pan European services – Allowing FS operation is low risk unless there are specific, existing, in-country frequency allocations that need to be considered – The channel allocation scheme is suggested for use only if a regulator wishes to coordinate links in the band, and is not mandatory *Electronic Communications Committee (ECC) within the European Conference of Postal and Telecommunications Administrations (CEPT)

– This statement (document IR2078) presents Ofcom’s decision to go ahead with opening the spectrum in the 59 – 64 GHz band for Fixed Wireless Systems (FWS) and to combine this with the existing 57 – 59 GHz band under one overall licence exempt authorisation approach for FWS

• • Band suffers from high Oxygen absorption – Severely limits link range to 1km or less – Difficult to Intercept – Massive benefits in low interference and frequency reuse: Ideal for small cell backhaul and no need to coordinate
