PUBLIC NOTICE FOR THE SELECTION OF N. 1 PROJECT FINANCIAL
MANAGER AND MONITORING (JUNIOR) IN THE FRAMEWORK
OF 2007-2013 IPA ADRIATIC CBC PROGRAMME
Features and Tasks
PROJECT FINANCIAL MANAGER AND MONITORING (JUNIOR)
a) Financial evaluation of the project proposals according to the criteria established by the IPA Financial
Regulation adopted by the European Commission;
b) Assisting the Joint Technical Secretariat in the projects financial remodulation approved when the project
external conditions have changed, as well as the financial budgeting of the financed projects;
c) Preliminary investigation of the project proposals submitted by the authorities of the beneficiary territories
in compliance with the criteria established by the IPA Financial Regulation adopted by the European
Commission;
d) Endorsing the Regions’ Technical Assistance in the phase of verification of the correct application of the
financial criteria established by IPA Financial Regulation adopted by the Commission in the scope of the
projects selected by the Joint Monitoring Committee;
e) Verification of the financial progress report of the selected projects and identification of the criticalities
and related corrections;
f) Updating the Programme management/monitoring system in order to ensure the financial monitoring of
the IPA Adriatic Programme projects;
g) Assisting and consulting, in coordination with the Project Managers, the Key beneficiaries on the
procedures concerning the assignment of contracts, supply and services, eligibility of expenditure and
financial budgeting;
h) Verification of financial reports submitted by the beneficiaries as regards the IPA Financial Regulation
issued by the Commission;
i) Defining the internal procedures for the verification of the financial and procedural progress reports;
j) Verification of reports on procedural progress submitted by the beneficiaries as regards the IPA Financial
Regulation issued by the Commission;
k) Assisting the key beneficiaries, so as to verify the contingent misalignment in terms of the financial profile
against what has been envisaged, as well as proposing the contingent budget restructuring or other
solutions that are claimed to be necessary;
l) Organizing and participating, as Financial Manager Junior, in the seminars organized by the Key
Beneficiaries concerning legal and financial issues.
