 Project activities and results
 Initial lesson learned
 The Project “Capacity Development for CDM”
has been carried out in Viet Nam since
Sept.2002 by National Office for Climate Change
and Ozone Protection (NOCCOP) – ICD of
 The implementation of the project includes two
Phase 1 – Project preparation : 2002
Phase 2 – Project implementation : 20032005.
During phase 1:
• The Institutional set-up has been done, the
NOCCOP is designated as focal point
agency to coordinate national CDM activities
and investment,
• The project core team with 6 task leaders
is established and the 3 year workplan with 6
identified tasks has been developed.
 Task 1: Public information for raising CDM
 Task 2: Capacity development on CDM for policy
 Task 3: Establishment and capacity development
for CDM National Authority (CNA).
 Task 4:Capacity development for stakeholders
relevant to CDM projects.
 Task 5: Capacity building on CDM research and
 Task 6: Creating a pipeline of CDM eligible
 The project expected results:
–Operation of CNA with better capacity to
manage and coordinate related activities in
CDM project cycle.
–Establishment of appropriate legal
framework in accordance with designation
and implementation of CDM projects in Viet
–Create a pipeline of CDM eligible projects
that are attractive for foreign and domestic

 Set up CDM National Authority (CNA) to coordinate
and evaluate potential CDM project: The
International Cooperation Department – MONRE.
 Establishing a CDM National Executive and
Consultative Board (CNECB) to facilitate and
manage CDM activities in Viet Nam with 12
members of CNECB are high-level officials
nominated from the ministries and agencies

Identified the main tasks of CNA, CNECB with its
Developed and communicated technical
guidelines to be applied for main activities in CDM
project cycle (Official Document No 465/BTNMTHTQT, 2 March 2004).
Carried out the study a suitable for environment
impact assessment for CDM project.

 Carried out 2 CDM understanding surreys for
state managers, policy makers, business,
researches, educator, journalists and public
in Ha Noi and Ho Chi Minh City. The surrey
outputs showed that only 30% of interviewers
understand the basis of CDM.
 Established and maintaining a CDM website
( for dissemination of
information on CC and CDM project activities
to the general public.

 Cooperating with Viet Nam Television (VTV) to
prepare the TV programme to introduce
UNFCCC, Kyoto Protocol and CDM information.
The programme was on television 3 times during
December 2003.
 Prepared and published several document,
brochures and 2004 calendar to introduce
activities regarding CD4CDM project.
 Gathered and translated into Vietnamese related
CDM documents to serve for study and
preparation of training workshops.

 Assessed the capacity development needs on
CDM for policy makers.
 Reviewed functions, duties and organization
structure of several institutions regarding
CDM activities to strengthen cooperation
among them.
 Organized seminar to provide CDM updated
information and expertise for members of the
CNECB and CNA on 9 March 2004.

Identified researchers and educators as
well as ministerial/senior level
government officials of relevant institutes,
universities available in capacity building
on CDM research and education.
Developed a draft textbook to be used for
teaching CDM issues in selected
universities which arrange to organize the
training courses in CDM.

Collected the information and document
on the criteria of selecting CDM project
in some countries in the world. Identified
the priority sectors on energy and
LULUCF for developing CDM project.
Reviewed the studies for the criteria for
selecting a CDM project in Viet Nam
including the study of relationship
between SD and CDM.

Prepared the proposal for approval
procedure CDM project.
Assessed 3 potential PDDs based on the
framework provided by AIT.
Organized the first National workshop on
CD4CDM in Sept.2003.
Conducted 2 workshops on capacity
development for CDM study and Education
at Hue and Ho Chi Minh City.

 Organized 2 seminars to introduce Kyoto Protocol
and CDM for relevant enterprises and agencies in
Ha Noi.
 Hold 1 training workshop for stakeholders in Hai
Phong City (Dec. 2003).
 Coordinated with the Project Regional Center
(AIT) to organize and participated in the region
workshop in Quang Ninh (Viet Nam)
 Prepared relevant documents to take part in the
2nd Regional Workshop in Siem Reap (Cambodia).
 Task leaders’ monthly meetings are organized
Initial lesson learned
1. Clear institutional arrangement - Most important
thing for project implementation.
+ NOCCOP under MONRE took the overall
responsibility for the implementation of the project
in close consultation with URC and AIT
+ The technical expert groups is responsible for
implementing the technical tasks with the close
contact with related institutions and agencies
+ The URC, in collaboration with AIT, provide
technical support to the local team

2. The perfect co-ordination between country
institutions, agencies private sector, NGO,
etc. will ensure the successful of project

3. Project expected outputs result is respond to
country CDM activities requirements
- Vietnam needs to establish institutional
capacity and human capacity to fully utilize
the mechanism to contribute both to country
sustainable development and GHG emission
reduction in the world

- Requirement of public awareness for climate
change and CDM is necessary for strengthening
local institutional in achieving the national
objectives driving the country’s interest in the
Kyoto Protocol
- The CDM understanding of experts participated in
project may helps to expand CDM spirit into all
energy saving and efficiency, DSM, renewable
energy projects. It may create a kick for CDM
development in Vietnam

4. The support and assistance of URC
(UNEP) and AIT to the project team is
a good favorable conditions for
implementing and managing project.
5. Financial support should be provided
