LOCAL GOVERNMENTS ARE MAJOR PLAYERS IN THIS PROCESS
OF COHESION
IF LOCAL GOVERNMENT HAS NOT BUILT A QUALITY SYSTEM
FOR STRATEGIC PLANNING & MANAGEMENT, THE QUALIITY
OF THE PUBLIC PRODUCT IS NOT MET, THE GOALS OF THE
COHESIAN POIICY ARE NOT MET AND THE WEALTH SHARING
PROCESS IS NOT WORKING
What ESPAC Initiative wants
to achieve?
On the World stage:
1.1. Launch discussion aimed to find out why ISO 9001 – 2008
Certificate HOLDERS on the public sector (responding to one and
the same requirements) are not securing comparable quality of the
public product in the field of Economic Development Strategic
Planning and Job Delivery?
1.2. Calling for International Workshop meant to offer:
1.2.1. updates on the approach of Local Governments towards ISO
9001-2008 Standard implementation in order to increase the
efficiency of the Economic Development Strategic Planning & Job
Delivery
1.2.2. updates on the approach of auditors towards the assessment
process concerning ISO 9001 – 2008 Standard on local level during
the 2-year period for adaptation to ……………………..
2) On EU stage
Promote to EU policy – makers the ideas of:
2.1. mandatory ISO 9001 – 2008 certification for EU
National and Local governments in countries with
GDP per capita is bellow certain level
(corresponding to EU Funds eligibility)
2.2. mandatory ISO 9001 – 2008 certification for
National and Local Governments as a part of preaccession conditionality
The ground for ESPAC Initiative
“In order to achieve the objective of a reliable, responsive
and transparent local government, it is not necessary
to seek certification to ISO 9001:2008, although this
might be encouraged by regional or national
government initiatives.”

NATIONAL GOVERNMENT SUPPORT?
Proposals to hold such workshops may come
from any source and are subject to approval by
the ISO Technical Management Board which
also designates
an ISO member body to assist the proposer in the
organization of the workshop

The second edition of International Workshop
Agreement IWA 4 was unanimously approved at
a workshop held in Leon, Guanajuato, Mexico in
November 28th to 30th 2008,
which was hosted by
 the International Foundation for Development of
Reliable Local Governments (FIDEGOC),
 the IWA 4 International Secretariat headquarters,
 in agreement with the Sub Committee 54 of the
Mexican Committee to ISO (CMISO).
The workshop meeting was held with the support of:







the State Government of Guanajuato
through the Government’Secretary
the Federal Government of Mexico
through the National Institute for Federalism and
Municipal
Development,
the Federalism and Municipal Development
Commission of the Federal Chamber of Deputies
the General Bureau of Standards (DGN, Dirección
General de Normas) of the Economics’ Secretary
It was also supported by

the Instituto Latinoamericano para la Calidad
(INLAC),
the Instituto Mexicano de Normalizacion y
Certificación (IMNC)
the Organización de Servicios
Interdisciplinarios (OSI).
