Why restructure?
• Students being charged multiple program
fees in a single term
• Fees vary widely across schools/colleges
• Students are not paying based on
consumption of services

Issue: Multiple Fees
• Of the 9,680 undergraduate students charged a
program fee in Fall 2011, 37% were charged 2 or
more program fees.

Issue: Fees Vary
• Rates range from $18 per term to $50 per
credit hour
• Rates are assessed per term, per credit hour
and per number of courses taken depending
on the School/College and the career level of
the program.
– CLAS = $130 per term, CEAS = $50 per credit
hour and SPA graduate courses = $93.02 per
course

Issue: Fees not always consumption based
• Most fees are assessed where students pay a flat
rate regardless of the amount of credit hours taken.
– Students taking fewer credits subsidize the cost of
instruction of the individual taking more credits.
• If fee revenue is used to cover academic or career
advising, non-majors subsidize the cost of services
being provided to majors by their home
schools/colleges..

Proposal
• Two part fee restructure for all schools and
colleges on the CU Denver Campus
1. Per-credit hour instructional program fee
2. Major supplement fee

Per-Credit Instructional Program Fee
• Assessed based on # credit hours taken within a
particular school/college
• Consumption based
• Covers costs associated with instructional
support

Major Supplement Fee
• Assessed per term
• Covers costs associated with major-specific
expenses, such as academic and career
advising
• Charged based on the students declared Major.
– Majors within the College of Liberal Arts and Sciences will
pay a CLAS major supplement fee. A Civil Engineering
major will pay a CEAS major supplement fee.
– Exemptions to this fee include Pre-Business, PreEngineering, CLAS and CAM undeclared and CAM
freshman.

pays $130 to CLAS, $105

Converted: Anna pays a
CLAS major fee of $69.70
as well as the following
program fees: $58.50 to
CLAS, $48.72 to BUSN
and $72.12 to CAM.
Total = $249.04

Meet Sam…
Sam is an undergraduate Civil Engineering major who is taking
the following 15 credit hours:

CLAS, $109.92 to SPA and $105 to BUSN.
Total = $644.92
Converted: Sam pays a CEAS major fee of $83.00 as
well as the following program fees: $265.80 to CEAS,
$29.25 to CLAS, $16.98 to SPA and $48.72 to BUSN.

Next Steps
• Schools/Colleges may propose new fee
increases on top of the proposed converted
rates
• Conversion proposal presented to Board of
Regents (Spring 2013)
• OPFA continued monitoring of fee revenue
and expenses
• Target implementation date of Fall 2013
