Lessons Learned
There is no doubt that the:
− We try to learn the lessons from serious
incidents and accidents
− We continue to develop new technologies,
complex system architectures, assurance
systems and the associated requirements
in response
However:
− Can we continue to rely on what is a
reactive system?

Safety Management Systems (SMS)
Concept
− Formal System that allows to
− Understand hazards and threats to business
− Determine the risk these could have
− Identify how can be mitigated
− Measure effectiveness in managing risk
− Looks wider than basic organisation – needs
to account for total system – suppliers and
customers

Performance Based Oversight
− PBO enables us to
− recognise the SMS as a means to be satisfied
about basic compliance
− use all of the data we have about an
organisation (AOC, Part-M, Part-145, DOA,
POA etc)
− consider the total system risk picture for the
organisation
− focus oversight activity on those areas that are
considered to be of highest risk

Summary
 ICAO framework supports a global industry
with complex relationships and potentially
different considerations of risk
 CAA recognises that the interfaces between
the different elements of the total system are
key to effective risk management
 SMS and PBO can support this and provide
proportional oversight based on severity of risk
